It is more the case that God separated a people out for himself and called them Israel, not Jews. The word Jew is the short modern form of the word Judah. Judah, can be speaking about a person (Jacob's son) but can also be speaking about the Southern Kingdom (Judah) while the Northern Kingdom retained the name Israel. It is prophecied that both kingdoms will reunite prior to an earthly reign of a messiah and the two kingdoms will never be divided again.
Now, where did that happen? While there are some non-mainstream answers that do stand in harmony with scripture, I believe it best to point to either Exodus 19 where Israel agrees to covenant with God or one can point to Moses going into Egypt to bring out a people for God to covenant with.
