The Bible doesn't talk about God destroying humankind twice... at least, not all of it.

You may be thinking of the "flood account" in Genesis chapters 6-8... and Peter's reference to it, when he speaks in God's Living Word of Christ's return to earth after the manner of "Noah's flood." To which Jesus even refers:

"...as the days of Noe were, so shall the coming of the Son of Man be..." (Matt.24:37).

In the flood account, however... not "all of mankind was destroyed":

"...wherein few, that is, eight souls were saved by water." (I Peter 3:20)

So, even the "first time" God did some destroying of the wicked on the earth... He didn't destroy them all.

Peter tells us that a "second" flood-like destruction is coming on the earth, but it will be "fire" and not "water" [and that "fire" will be Jesus Christ -- "For our God is A CONSUMING FIRE." (Heb.12:29)]

"By these waters also the world of that time was deluged and destroyed." (II Peter 3:6 NIV)

Please note: THE WORLD of that time was destroyed... not all of mankind. Eight souls were saved out of it.

"By the same Word the present heavens and earth are RESERVED FOR FIRE, being kept for the Day of Judgment and destruction of UNGODLY MEN." (verse 7)

When Jesus returns -- all of mankind will not be destroyed. When He comes back to earth with the Kingdom, God's Government, to rule the nations on earth; it will be the time in God's plan for the SALVATION OF MANKIND. The "Last Great Day" -- Judgment Day -- when salvation will be offered to ALL MEN, whether they choose to repent, be forgiven and saved... or whether they choose to utterly refuse and reject God's Grace, Mercy and Forgiveness.

"In the Last Day, that Great Day of the Feast, Jesus stood and cried, saying, If any man thirst, let him come unto Me, and drink." (John 7:37)

God's plan has always been to "desroy evil, wickedness and sin" on the earth -- not mankind. If some men choose to cling to evil and to utterly reject God's laws and ways; they will be destroyed. But God's plan is to make Himself a FAMILY out of mankind, created in His image... not to destroy it.

"The Spirit itself beareth witness with our spirit [the spirits of the Faithful, Believers, the repentant], that we are the Children of God..." (Rom.8:16).

Duality... things happening in twos... is evident throughout the Bible. And a flood-like destruction of the wicked of the earth is revealed to us by Peter.

But God didn't destroy all of mankind the first time he destroyed the earth... nor will He when He does it the second time:

"Since everything will be destroyed in this way, what kind of people ought you to be? You ought to live holy and godly lives as you look forward to the Day of God and speed its coming. That day will bring about the destruction of the heavens by fire, and the elements will melt in the heat. But in keeping with His Promise we are looking forward to a New Heaven and a New Earth, THE HOME OF RIGHTEOUSNESS." (II Peter 3:11-13 NIV)

God destroys unrighteousness... not the Righteous. The "water" of the first destruction symbolizes "baptism" [I Peter 3:21] and the offer of Forgiveness to mankind, which the eight souls of that time survived and replenished and repopulated the earth.

The "fire" of the second destruction symbolizes "purification." Fire destroys the base things. But it removes the impurities from Gold and Silver... the rare things of Value and Worth. The more they are put to the fire... the more valuable and "priceless" they become -- like the Children of God.

"...So Sharach, Meshach and Abednego came out of the fire..." (Dan.3:26 NIV).

"For My own name's sake I delay My wrath; for the sake of My praise I hold back from you, so as not to cut you off. See, I have refined you, though not as silver; I have tested you in the furnace of affliction." (Isa.48:9-10 NIV)

God is making the PERFECT IMMORTAL FAMILY of Himself [the Family of God] through mankind... and doesn't wish its destruction. He wishes its success. He wishes its Perfection... a Family of Children with only the most Righteous of Character; created for the sake of their Father, His Honor and Glory

"For My own sake, for My own sake, I do this. How can I let Myself be defamed? I will not yield My Glory to another." (verse 11)

The "first destruction" occurred when the earth was flooded with water. the "second destruction" will occur with Jesus' return to earth with His army of angels, making war on wicked mankind [His Righteous saints shall have been "gathered by His angels to Him in the clouds," prior to His descent on the earth and will be part of His entourage].

"...the Lord my God shall come, and all the saints with thee... And the Lord shall be King over all the earth: in that Day shall their be One Lord, and His name One." (Zech.14:5-9)

The "second destruction" of the earth will occur at the end of Jesus' thousand year rule, which will culminate with "the Great White Throne Judgment" [as some call it -- see Rev.20:11-15]... which will result in the New Earth [see Rev.21:1] and the beginning of Eternity for the Family of God.
