remove engine cover. looking at the engine from the front find the throttle body, it should be to the top right of engine (has black soft plastic tube connected to it)
Now that you have found the throttle body, slowly look across the engine at the same level as throttle body until you get to the super charger. at this point look down toward the bottom of supercharger and you will see a vaccumn acentuater, it will have a vaccum line attached and a lever attached which will go into super charger. this is your regulator.

On a 1999 Buick Park Avenue Ultra, the fuel pressure regulator is integrated into the fuel rail assembly, which is located on the engine. To access it, you typically need to remove the engine cover and possibly other components to reach the fuel rail. The regulator is usually on the end of the fuel rail, connected to the fuel lines. If you're working on this, ensure to relieve the fuel pressure before disassembly for safety.
