You need to Replace The Lighting Control Module (LCM). This is not a cheap part, but a common one to fail.
The wiper control module on a 1998 Mercury Grand Marquis can be found behind the instrument panel. It is close to the steering column, on the right side.
It's integrated into the LCM (Lighting Control Module), located under the dash just below and to the right of the steering wheel. They are pricey.
Flasher functions are part of the lighting module, there is no separate flasher.

There isn't one. The 1995 Grand Marquis uses a lighting control prossessor. They are very expensive to replace. The part cost me $325.00.
I believe the wiper module is built in the black cover that snaps on the wiper motor I believe .
It is located under the drivers side of the dash, beneath and to the right of the steering column. Its a little black box, on my car it has the original sticker with a bar code, part number and "lighting control" written on it. hope that helped!
