The fuse panel is located under the hood on the driver side behind the battery. Unscrew the cover and you will see that it is the 30 amp fuse in the center row closest to the windshield. It is a green "mini" type fuse

The control switches themselves act as a relay of sorts, making the necessary polarity switching as necessary to raise or lower a window. When I saw three wires per switch I also thought there must be relays somewhere. Disassembling a switch it became clear there was no need for any relays.
