It may be next to the frame on some models, but on a 3.9 it's inside the fuel tank as part of what they call a module. This module includes the filter/pressure regulator, pump and gauge sensor. It's the dumbest design I've ever heard of. Makes it impossible for the average owner to change a filter and requires a couple hours work for a decent home mechanic.
