You will have to get to Bloomingdale and do all the quests there and get the boat first.

Look around on the boat and find Urdus Marshlands. Then go North-West to the city - you'll see it on the top screen with two cities on it.

Go to that plain - the Illugazaar Plains - then go to the first town there. That is Bastugur.

It is on Mt.Ulzuun and in the Iluugazar Plains.You can sail there and will be part of the spell Zoom.
