No one can be sure where he wrote his play. He may well have written it over a long period of time in different parts of London and England. As I say there is no pinpoint location, but it almost definitely in London.
Act 1 Scene 2 sets up the situation with Portia and the casket lottery, introducing us to Portia and Nerissa and how the casket lottery works, how they feel about it and who is currently in the running. The scene is very similar to Act 1 Scene 2 of The Two Gentlemen of Verona, including the listing and peremptory judging of suitors and the revelation of where the heroine's true affections lie.
