You do not change the fuel filter on a 2003 Dodge Ram 1500 if it runs on gasoline. I have a 2000 Dodge Ram 1500 with 188 thousand miles on it and have never replaced the filter. I also have a 2004 Dodge Ram 1500 with 90 thousand miles on it both were bought brand new. I was told that the filter is in the fuel tank attached to the fuel pump and unless your having problem with the fuel pump you don't worry about it. I haven't and I haven't had any problems.

Hard to start is the first sign. Stalling will come later followed by complete failure. Always replace the fuel filter before moving to the fuel pump. The filter may just be partially clogged.
depending on the year of the truck. if it is in the late 90's it is on the driver side of the motor. It is in a stupid spot top get at. It is horizontal to the motor. if it is a 4x4 it is right behind the differential.

The fuel filter is located on the fire wall just left of center. You can tell it is because it has the fuel line going into the top then one coming out of the bottom.
