There are both fuses and relays in two different places. Both are black plastic boxes where you just lift the top off to get to the stuff inside.
One in the engine compartment , left hand side, between the battery and the air filter, that has the stuff to run the engine (ignition, fuel pump and such). The other is below the dashboard, in front of the driver (out by the door). Those run "everything else" (interior/exterior lights, power windows, radio, the lot...). They are reasonably well labelled, so depending on what "doesn't work", you should be able to figure out wich fuse or relay needs replacing.
Not 100% sure but I think its the relay on top of the fuse box right over the pedals on the RHD models - for Mazda 323 diesel. Casper I replaced this on my 92 protoge and it is behind the radio
The speaker size for a 1992 Mazda 323 would be 6-1/2.
the fuse is in the fuse panel. if its not the trace the power lines from the lighter back and you should find an in line fuse.

You can find the 1991 Mazda 323 fuse box diagram at your local Mazda dealership. You can also find the fuse box diagram on the inside cover of the fuse box.
The 1990 Mazda 323 horn relay switch can be found on the front drivers side quarter panel. The relay switch will be on the inside of the quarter panel.
