A 99 civic actually doesn't have a mass air flow sensor. It uses a Manifold Absolute Pressure (MAP) sensor and the Throttle Position Sensor (TPS) instead to determine how much air is entering the engine.

I doesn't have one... If it did however, it would be located between the throttle body and the engine air filter.
take off timing belt cover....it is below it.
It sounds like the Idle Air Control valve is bad. Could also be the Throttle Position Sensor.
