The inside ac fan doesn't have a relay. The resistor is part af the motor housing, there is a switch, and a fuse.
check fan relay, fuses. jump power to fan. check freon level in a/c system.

First you need to check the a/c relay switch located in the fuse box in the engine compartment, try switching it with the cooling fan relay,if this does not work, then you probably have a leak in the system and your a/c pressure switch is not allowing the a/c clutch to engage.

If you are talking about the radiator cooling fan it could be the fan fuse or the radiator fan relay needs to be replaced... the fan relay is VERY common for these vans. I have a 98 T&C and just had to replace the fan relay. The Rad Fan relay cost $40.00
