No. Try tapping on the fan relay in the fuse & relay panel under the hood.
If the sensor is only reading 35 degrees however, despite the actual outside temp, that will prevent the A/C from coming on.

This sensor will only work while moving and you should keep the car moving forwards constantly for a minimum of 10 minutes before you rely on the reading as the reading is taken from time to time, not constantly. If there has been a frontal impact (crash) the sensor or wiring may be damaged.

If the sensor goes sometimes it will think it is VERY cold outside like when mine went it thought it was -192 F so it will put tons of gas in the engine to keep it running at that temperature so you will have horrible mileage
Some fans are made to only turn on when the temp reaches a certain point. Have you run your engine up to temp and let it idle and see if the fan kicks on after a certain time? Keep your hands clear. Has your engine been running hot or did you jsut look in and NOT see your fan turning? If your engine is running hot AND your fan is NOT coming on then the temp sensor for the fan may be bad.
