Its located under the driver side fender.
The 2004 Oldsmobile Alero fuse box can be found in the engine compartment. The location of the rear defroster fuse will be listed on the inside cover of the fuse box.
In the fuse box under the hood. The legend is on the inside of the lid.

Take the air box off in front of car it will be on the throtle body on front left side
It is behinde the glove box on passenger side it takes a 5.5. mm socket to get it off... good luck.

Under the driver seat
The 2001 Alero (probably the 2004 as well) has the horn relay in the black fuse/relay box under the hood close to the fire wall at the driver side. There is a thumb screw on top and when you open the lid it shows a list of fuses and relays. The horn relay is #21.
Open the driver's door. The fuse "box" is actually a panel located on the left side of the dash board. You can only access it if the door is open. You will see a slot on the side, pull on it and the fuse box cover comes off.
By the battery.
In the 2000 Alero, it is fuse 34 in the engine fuse box, which is located near the battery. You can check the same fuse for the 1999 Alero and see if that is it.
