The fuel pressure range for a 99 Astro van is between 40 and 45 psi. The fuel pressure regulator is located at the back of the motor.
The voltage regulator is built into the alternator.

It is inside the upper intake manifold. It is attached to the fuel injector poppets with a bracket. To inspect/replace you must remove the upper intake manifold.

The 1998 Chevrolet Astro Van voltage regulator is part of the alternator. The voltage regulator cannot be individually changed. You will need to change the entire alternator.
the voltage regulator is built into the alternator, check voltage at battery connections should be 14.5 volts
wrong fuel pressure, didn't purge the line or the fuse is blown. not a OEM fuel pump?
I believe it is integral to the alternator... i.e. if the voltage regulator dies you need to buy a new alternator
