On a 1996 Dodge Caravan, the fuel pump is located inside the fuel tank. If you look at the tank directly, the tank dips in on the side and has a round white object sitting on top of it with an electrical connection and two black rubber hoses connected. Those hoses are fuel filter lines, and the white thing is the top of the pump. Empty then lower the tank, unhook all the connections, and use a strap wrench or similar tool to loosen it, and what you pull out is the fuel pump. Ta-da! =)

I don't think there is a fuel pump reset on the 94. I know there is not one on the 96 models. I fought a fuiel pump related issue on our 96. There are several sensors that must be working before the fuel pump will run. Start with the crankshaft sensor, then look at the camshaft sensor, finally there is a relay that actually runs the fuel pump. The relay should be under the hood with the fuses.

For a fuel transfer pump for a 96 dodge that you purchase online can cost you around 470 dollars. This is of course if you want the whole set up kit, which is to install this fuel transfer pump. If you just need the fuel transfer pump you can get it for a cheaper price of 117.
maybe it could be your ignition coil! try changing that first. if not it may be a fuel pump problem
