Drop the glove box door; I believe you will then be able to see it. when you drop the glove box. the dog house is there. this is a van.
Follow the wires from your blower to the connector it is attached to and that is your Resistors. Some models have two screws holding the resistor pack into the black plastic ductwork. Others say to "cut here" so that you removed the black plastic sealing in the resistor pack. Chevy, GMC all resistor packs similar installation but slightly different types and locations.

Your heater fan resistor module requires replacment
Installing this part in a 1998 GMC Safari or Chevy Astro requires enlarging the hole in the duct where the resistor is mounted. I did this using a utility knife with a new blade installed. I don't think that it is possible to safely modify the resistor module to fit in the hole provided when the vehicle was manufactured.
I have a 94 gmc seirra and the fan speed is controled by relays behind the glove compartment just pull the inside of the glove box it is mounted above the heater
You need to replace the blower motor resistor. I've been there done that.
Depends on what you mean by heater will not work. If the blower motor will not work, it can be a blown fuse, bad blower motor, bad blower motor switch, or a defective blower motor resistor pack. If you mean that the blower motor works but there is no heat, then it can be a clogged heater core, thermostat stuck open, or defective heater control valve.
RIGHT HAND SIDE BEANEATH THE DASH THERE IS A BLACK COVER,TAKE THIS COVER OFF AND THE HARNESS PLUGS INTO THE RESISTOR.
