After pulling the inside hood release, pry open the hood slightly with you fingers and directly above the VW symbol, below the lip of the hood is your latch release. if it's not visible or broken, you'll nee a needle nose pliers to grab the stem and pull towards you while lifting the hood at the same time. hope this helps.
Yes. It is in the door latch.
under the hood ----- All seriousness aside, the latch is in fact under the hood, but the lever to actuate the latch may be in one of several places. On an old "classic" VW Beetle, the lever is located in the glove box on the passenger side of the dash board.
if you have kind of thin hands you can reach in and manually move the latch to the side, otherwise I usually use either a pair of needlenose pliers or a shishkabob skewer

Had the same problem on my granddaughter's '98 Passat. Use a long handled screwdriver to release safety latch located just above the VW symbol on the grill. Takes a little while to find just the right spot. Push toward the driver side (left) until latch releases. We used a wire coat hanger to makeshift a pull that we could use to release this latch in the future. Works fine.
Once the hood is released, there's a second latch that has to be moved by hand. Look through the space between the hood and the grille and look for a latch that can be moved. Then lift the hood.
There is a latch underneath the dash on the left side that you have to release. On the outside of the car, lift up slightly on the hood to find the other latch.
Remove first the radiator mount and hood latch mechanism. Drain cooling system by placing a pan under radiator and allowing it to drip until empty. Remove radiator caps, replace radiator and return radiator mount and hood latch mechanism refill your cooling system with a premium grade coolant.
you fix it by not posting it under vw jetta
your local junkyard or try a dealer
To fix a hood latch on a 2003 VW Jetta that is stuck shut, the car should be put up on a hoist. A long pole will be needed to then trip the hood latch. Then the cable can be repaired and the car lowered.
Push the gas latch outside the vehicle on the right side, and it will swing open.
