The kick panel is the interior trim panel in front of the front doors beside the
drivers and front passengers feet
Look in the trunk behind the side panel on the driver's side. If not there, then the passenger side kick panel.
That would be an inertia switch. It shuts off the fuel pump in the event of an accident.

The fuel reset switch on a 2001 ford F-250 is located behind the passenger side kick panel. There is a hole cut in the kick panel so you can reset without removing the panel.

The Owner Guide shows that it is BY the kick panel ( not behind ) So , look in the right front passenger footwell , by the kick panel On my 1995 Ford Explorer it's in the right corner , by the kick panel , and just above the carpet , but yours might be higher up from the carpet
