Also, they can learn False Swipe, which, even if that move was supposed to be a KO move, will leave the opponent with one HP. Do NOT use your Master Ball here. It is not worth it. An Ultra Ball should work nicely here.

IMPORTANT: whenever you change routes or go into a building latias will move to a different place. Once latias is in your route place a golbat in the front of your party. Make sure your golbat knows the move mean look so latias cannot run away. Also make sure Golbat's level is higher than the wild Pokemon in your route but lower than Latias's level. Now use a repel or max repel. Now all the Pokemon you see in the wild must have a higher level than your golbat forcing any wild Pokemon you see to be latias. I think Latias's level is 40 so your golbat should idealy be level 39. It would also help to equip golbat with quick claw so you can use mean look before Latias flees. Now walk into some grass. If you don't have many repels, you can just spin around in one square of grass without using up any steps. Once you see a wild Pokemon, it should be latias. Now use mean look so it cannot run away. Just keep widdling down Latias's hp until it is in the red. Then keep throwing ultra balls at it until you catch it. You could also inflict it with a status problem so it is easier to catch. Just stay away from burning and poison because you could accidentaly kill it.
