There are two ways to get Latias in Pokemon Ruby:
1) Trade with another version - any version that has Latias.
2) Attend a Nintendo Event - at the Nintendo Event, there is a 'Wonder Spot' where special game rewards can be downloaded. Latias can become available in Pokemon Ruby after you download the special event. (In the game, you travel to an island and Latias flies over you. You are then able to catch it)

1. Get the Power Plant in Kanto running.
2. Go to Copy Cat girl's house is Saffron, it's a pink house. She will tell you that she's missing her doll.
3. Go to the Pokemon Fanclub, which is in Vermillion.
4. Take the fattie's clefairy doll.
5. Leave the building and Steven will talk to you.
6. Latias will then roam Kanto.
You first have to talk to Copycat, the mimic in Saffron City, then she will say that she has lost her Clefairy Doll. Fly to Vermillion City and go to the Pokemon Fan Club. Inside there is an overweight boy. Talk to him and he will say that he found it and gives it to you. When you walk outside of the Building a man will aproach you. It is Steven. He will then say that Latias has left the Hoenn region and is now in Kanto. Use your Pokegear to track her down.

go to the copycat girl in saffron city and she will say somthing about a lost item. go to the Pokemon fan club and taik to all the people there and one person will give you a lost item and then just go out of the small house and a man will taik to you about latais and then you check your poke gear map and she will be on it.OH,i forgot which city the Pokemon fan club is in.you know the city that you first arrive in kanto.that is where the Pokemon fan club is.

After getting all 16 badges and helping the girl in saffron city get her poke doll back (at the fan club house in vermillion city) and getting the magnet train pass from her, go back to the fan club houst in vermillion and a guy named Steven will show up, say some things, and then latias will be roaming around for u to catch in Pokemon heartgold. In soulsilver, latios will be roaming around for u to catch.

∙ 10y agoTalk to the doll girl in safron city then go to the fan club and to with the dude that's next to the clefairy doll then leave. After going out of the fan club in Vermiliion City (Kanto), Stephen from Hoenn will be standing in front of the fan club. Talk to him and he will tell you that a roaming legendary Pokemon from Hoenn is in Kanto. Latias is roaming just like Raikou and Entei, so if you fly to a city they are by they will run. Once you do run into them they will allow you to get one attak before they flee. They will always allow you to attack first. A Pokemon that knows Mean Look is freaking awesome with roaming Pokemon. Mean Look allows the Pokemon not to flee as long as that Pokemon stays out. If you switch they will run. Entei and Raikou also know roar, so they can escape even with Mean Look in effect. Taunt might help (opp only use attack moves for 5 rounds, can't use roar to flee). Pretty well run it down and keep throwing ultra balls until you catch it.
You can use snorlax to and use block.
go to saffron go to the copy cats house(if you cant find her look in every town and house)she will tell you that she lost a doll in vermillion city. go to vermillion, then go to the fan club talk to everyone until someone gives you a LOST ITEM then walk out and steven stone will tell you that latias is roamin in kanto.

Do you mean Latios? If so then no it can only be caught in the Hoenn region(Sapphire, Ruby, Emerald). You can, but you need to download an item from a Mystery Event.
