In soulsilver-after you get the lost item from a man in vermolion city (you can only get it after you talk to a girl in saffaron city who will say she has lost it) the hoenn champion will come and talk to you. He will say that Latios has been released into kanto like entei and raikou in jotho. That's your chance to catch it!

Why is SoulSilver more expensive than heart gold?
There both the same, just some Pokemon appear more in Soulsilver than in Heartgold, same with Heartgold to Soulsilver. Also, Lugia, in Soulsilver, is level 45 when you find it, but in Heartgold you find him level 70, in Soulsilver Ho-oh is 70, but in Heartgold, he is 45. There is VERY little difference's between the two games. Also, not to be mean, but you spelled silver in Soulsilver wrong.
