Well it is apparent that all is not ok. The speed of the blower motor is controlled by the blower motor speed control switch and the blower motor resistor pack. One of those two items is your problem. I would bet the blower motor resistor pack is defective. The only way to know for sure is to replace it.

Check the connections on the E-series vans blower resister. The resister and wiring have a bypass to send full voltage to the blower motor. a loose connection here will cause the motor to not run on high.

Should be some wires going into a bolted-in plug on the exterior of the ductwork on the firewall of the engine compartment near the blower. just unplug, unbolt and replace.

It is attached to the bottom of the fan box. For my 2000 Silverado - I needed to remove the cover located on the passenger side below the glove box. This is the same cover that needs to be removed to access the cabin air filters. There were 3 screws. After the cover is removed you should see the blower motor resistor.
