I believe it should be close to the battery
fender mount starter solnoid stuck or conconcern in steering colum would be a starting place
The starter is located under the front drivers side of the motor next to the Transmission. It can be found by the motor mount.

On a 1990 Chrysler New Yorker, the starter relay is built into the starter. The starter is located on the front of the engine, behind the engine mount.
It is on the radiator side of the engine. It is behind the engine mount.

Just underneath the crankshaft pulley. You can get to it through the right front fender.
