On a 1997 Mercury Grand marquis : The fuel pump inertia switch ( shut off switch ) is in the trunk , behind the trunk liner on the drivers side of the trunk , near the drivers side rear tail light ( there is an access hole )
In the trunk , on the drivers side , mounted on a bracket by the left side trunk hinge

should be a breaker inside trunk, drivers side. usually a small door in trunk liner the breaker is actually an inertia switch and is located on the passengerside of the trunk, it is a red button down neer the floor in a little black box.
The trunk switch on the dash should still operate unless the trunk release switch inside the glove box has been turned off.
If you are talking about the fuel pump reset switch, they are usually in the trunk.

Have you looked on the floor between the driver's seat and the door sill? That's where it is on my '96. thanks for trying, but no there is nothing between seat and door sill
