I had the flasher unit replaced by a auto electrician. It was located under the dash and it was right up near the instruments panel . The flasher unit has a u clip which slides out.

1990-1994 take out dashboard and it is on the left take out three screws and the bigger relay is for the blinkers.
The turn signal relay and the flasher relay are the exact same thing. The relay switch controls the turn signals.
