Sounds like a relay, which should be near or in the fuse box.
The fuse box for a 1996 Subaru Impreza is under the dashboard on the drivers side on the exteme left side. Also, there are fuses in the engine compartment on drivers side re: relay switches, signals and lighting.
Check the fuses and the flasher unit.
For most vehicles the hazards and signals are two separate circuits, they have separate fuses and separate flashers. Check your signal light fuse and signal light flasher.
Check the fuses first of all. I think the Durango has two flashers as well, one for the hazards and one for the signals so it could be a bad flasher.

Both fuses # 13 and # 18 are 15 amp fuses for the electronic flashers ( it doesn't show which is the hazards and which is for the turn signals )
Check your fuses first. If the fuse is good replace the flasher relay.
The year, make and model would help but, check the fuses, the bulbs, the flasher relays and last but not least, the switch.
have you tried replacing the flasher u need to replace the flasher can for the turn signals there are 2 one for hazards and one for turn signals usually found in the fuse box, and cost about 3 bucks
this may be a relay problem just a guest but the turn signals and the hazards carry separate ts switch on most vehicle (not all)
I think its fuse 18, the second from the left on the bottom row. This is among the inside fuses underneath the change container on left of steering wheel (just yank it out, fuses underneath)However, if this fuse blows it takes the whole dash with it, my turn signals (just signals, hazards work), speedo, tacho, and power windows are constantly shorting out due to this fuse. Apparently also the reverse lights are also hooked to this. Real safe to drive this way, i can tell ya! Can't signal and can't lower windows to hand signal!If just the power windows don't work this could be a sign that they specifically are disconnected, or perhaps their controls got unplugged.
