The only item that I can think of which could be classed as an air intake valve would be located in the cylinder head above the piston. It sits next to the exhaust valve. It opens in order for the fue / air charge to enter the cylinder.
They didn't make and Si in 1998. The PCV valve is on 1998 Civic SI's are located on the bottom of the intake manifold. It is acessed from the bottom of the car, you have to remove the oil filter to reach it.

Working from underneath the car, remove the oil filter and reach up into the cavity above it to pull the PCV valve from the rubber grommet. I think that the 2000 Civic may be similar. Good luck, it is a very tight space to work in.
