In a 1997 S10 with the 4.3 engine, I believe it is called the VCM (Vehicle Control Module) and it is located under the hood, on top of the passenger side inner fender.
It won't be a simple "plug and play" swap. You'll have to get your ECM reflashed, as the ECM from that 97 is programmed to work with an electronically controlled transmission, whereas the 1988 transmission is mechanical.
