If it's the same as the 1991 4.0 , its on the drivers side of the engine in the upper portion of the intake manifold , just to right of the idle air control valve when you look from the drivers side
on the intake manifold on the driverside.

The Cylinder Head Temperature (CHT) sensor for the 2.3L engine is located between the two center ignition coils. The Engine Coolant Temperature (ECT) sensor for the 3.0L engine is located in the intake manifold to the right of the thermostat housing. The Engine Coolant Temperature (ECT) sensor for the 4.0L engine is located in the intake manifold behind the thermostat housing.
The howling on my Ranger came from the IAC valve located at the top of the intake. Cost somewhere around $50.00 from a local autopart store.
