From what I been reading there is no egr on this engine.
The EGR valve is located in the center of the intake, at the front of the engine, between the alternator and the A/C compressor. I've added a picture of the location under "Links". It is titled "Picture of EGR valve location, on 1996 - 2001 4.3L (262c.i.) Vortec V6 engines"

There are no provisions for valve adjustments on this engine. Tighten rocker arm nuts to 20 ft lbs torque and you're done.
The egr valve on the 1999 vortec v6 is bolted to the intake valve. It is just behind the distributor.

Most major auto part stores will stock the standard EGR valve for a Vortec 4.3-liter engine. You may have to visit several to find one that has it.
A vortec has bolts in the center of valve covers, instead of around the bottom edge
Assuming it's the 4.3L vortec, it's in the front below and to the left of the throttle. It's buried down in there so hard to see and even harder to get to.
if it is a 4.3l vortec it is on drivers side valve cover
