There are O2 sensors on the 99 1.6L Protege I don't know about the 1.8L. The 1st one is located at the top of the exhaust manifold where it comes off the engine. The 2nd is located about a foot down the manifold from the 1st. They are not cheap to replace I suggest you know witch one is bad before you replace it.
It is right under the hood i believe, but not too sure.....

Replace the O2 sensor. Bank 1 sensor 1 means it is the sensor on the side of the number 1 cylinder and before the catalytic converter.
You did not specify which O2 sensor it is. Is it sensor 1 bank 1, sensor 2 bank 2, sensor 2 bank 1, or sensor 1 bank 2. There are four O2 sensors on a mazda 626
The 2000 Mazda Miata O2 sensor bank 1 is located on the firewall in the engine compartment. The sensor can be found on the passenger side of the firewall.

If you buy a o2 sensor socket at a parts store, and you have a propane hand torch, and wd40,your halfway done. Stubborn rusted may need heat to remove. disconnect harness on 02 sensor, slide on your socket and break it loose
P0134 O2 Sensor Circuit No Activity Detected (Bank 1 Sensor 1) check for a disconnected wire connector or melted wires first, then try replacing the O2 sensor, I believe it is the front one on the passenger side. but I could be wrong.
I had the same problem on my 98 Mazda 626 and the O2 sensor was faulty.....
