The 1999 Mitsubishi Eclipse OBD 2 port is on lower right edge of dash; next to kick panel

The OBD II connector on the 1999 Eclipse RS is under the dash to the right of the steering column next to the center console. it points downward.
The 2001 Pontiac Grand Am OBD 2 port is on lower edge of dash; left of steering column
The 2001 Kia Rio OBD 2 port is on lower dash above accelerator pedal
By law in the US the OBD II DLC (Data Link Connector) has to be within 18" of the steering column.
The OBD II Data Link Connector has to be located under the drivers side of the dash by law.
It is under the dash on the driver side.
The 2001 Chrysler Sebring OBD 2 port is underneath instrument panel, near steering column
