it is behind the right plastic panel in the cargo area
Its located on the passengers side behind the glove box right next to the blower motor......

Its located in the center on top of the a/c heater housing behind the dash and you can see it if you remove the glove box.. Book time for replacement is 1.5 hours...............
The blower motor resistor pack is accessed from inside the vehicle, not from the engine compartment. Exactly where it is I cannot say. Follow the wires from the blower motor and you will find it.
I am pretty sure that a 97 and 99 are the same. On a 99 Tahoe the blower motor resistor pack is on top of the air box. Remove the glove compartment door, the blower itself will be on the right side. All the way to the far left on top of the air box there is a plug. Unplug and remove the 2 small screws. With some manipulation the resistor pack will lift out.

Check the blower fuse located in the hood. It's a 40 amp fuse. Marked blower on the map
The Heater/Blower Relay is on the blower motor housing under the dash in the passenger compartment on 1999-2002 models
The relay for only the high speed blower function is located in the fuse and relay center under the hood. The resistor for the blower motor lower speeds is located under the hood, passenger side, on the firewall close to the blower motor.
If you mean the fan works on high only it's the blower motor resistor.

Behind the right rear panel just under the blower motor itself. It has red and black wires that plug to the motor and to other clips that clip on it
