The steering wheel is mounted on the steering column.
Try in or near the fuse box at the left of steering column on firewall?
There is a solonoid on the starter and the ignition switch is on the steering column.
There is only one belt on a 1999 Chrysler Town and Country.
This is most likely the clock spring in the steering column. Chrysler had a recall on incorrectly wound clock springs. I would recommend taking it to a Chrysler dealer for confirmation.
It does not have a drain plug.

The power steering reservoir is on the top of the engine, centered under the hood.

You can, but ATF, automatic transmission fluid, is recommended.
most likely low power steering fluid level or the level was low and took out the pump.
right under your headlight switch below your steering wheel
