Your 2001 Toyota 4 runner will not start even after changing the VSV and fuel pump because of another mechanical problem. Consider taking it to a mechanic.

There are at least two vsvs. One is vsv for evap, and it's next to the air filter. Second one is vsv for egr, which you can find on the backside of the engine.
