It is under the glove box, behind the plastic below the glove box (passenger side obviously, for LHD models, e.g. USA, Canada).
To access it, you have to first pull out the glove box, as there are a few bolts holding the plastic shield which is below the glove box, and those bolts are hidden behind the glove box.
To pull out the glove box, use flathead screwdriver or plastic tool to pull out three plastic clips/fasteners on the bottom of the glovebox (they are black so hard to see), and also on the top. Once those are out, you have to stick your flathead screwdriver in the behind the black interior of the glovebox, at the top right and left to pry it out. Then just pull it out. As you pull it, the guides that hold the glovebox door will be in your way, so carefully pry off the plastic clips that hold the guides of the door to the door, and pull out the glove box. Remember how you did all this to be able to put it all together.
Now bolts that hold the bottom plastic should be visible at the bottom of the glove box, which was covering those bolts. Right one should be easy, left one less so... but I managed to unscrew it just with regular Lexus tools from the toolbox in the trunk. Use force if they are truly stuck...
Once those bolts are out, you have to unscrew plastic screws/fasteners at the very bottom of that plastic shield - those would be where your toes are when you sit in passenger seat. You have to stick your head way in there to see them, quite uncomfortable... use a flashlight to see them. They are hard to see, but easy to unscrew once you find them.
Now, pull out the plastic shield and the ABS ECU should be right in front of you. It should say something like this on it:

I have a 1990 LS400 and I have never heard of a timing reset button. The timing is set by the timing belt and controlled by the computer. Let me know if you find out there is such a thing. vbd
