I just checked mine today. Its in the very front on the drivers side under a rectangular cover that has a couple latches you have to figure out. Not the one that says "Do not remove". In front of that one. Hopefully I have helped!

i have a 2001 celica and that happened to mine. there was an air block in the heating pipes and i took it to Toyota and they flushed it out and all is well now. yours mite a different problem but its worth checking it out. jamie

Yes, you can access the cabin air filter behind the passenger's side glove box.
Unlatch little clips on airbox. (4). Lift lid, take out filter. Put new filter in. Put lid down. Latch little clips.
Open the air box. Remove old filter, install new one. Close the air box.
