The term "Arctic" is somewhat nebulous. One traditional definition is the area contained by the Arctic Ocean. Another is the area within the Arctic Circle.
More realistic definitions include the area encompassed by the 50º isotherm and the area encompassed by the tree line.
Parts (but by no means all) of the three territories (Yukon, Northwest Territories and Nunavut) would be in the Arctic according to the traditional definitions.
Relying on the more realistic 50º isotherm and/or the treeline, parts of northern Quebec and the northern tip of the province of Newfoundland and Labrador would also be in the Arctic.
