The blower relay is tucked deep behind the driver's side dash. It is not easy to see or unhook, but it is a silver cylinder plugged in and attched above the fuse panel. Keep digging and you'll find it. It's sort of between the interior sheet metal (cabin) and the back of the driver's fender. (Please don't ask how I know this!)
