There are a number of relay's in the brake system .But not neccesarily a fuse . if your brake pedal is hard as a rock (no power brakes) most time its the electric brake booster relay mounted near master cylinder on firewall use dealer relay only only 23 bucks

The brake booster is in the standard location, but it doesn't look anything like a traditional booster/master cylinder. It's a long two or three piece aluminum unit called the actuater in the shop manual. The plastic brake fluid tank is bolted to the top side of the unit. They're also obsolete and getting very expensive to replace. Remove the hydroboost unit from the firewall and replace it with the vacuum assisted booster. If you are careful you may be able to do this without disconnecting the brake lines. You will need new powersteering lines and find a vacuum source for the new booster.

Purchase front brake pads for a Lincoln Mark VII with ABS. Purchase DOT 3 brake fluid for a Lincoln Mark VII with ABS. Purchase a disc brake piston tool. Park the vehicle. Disconnect the battery. Raise and support the front of the vehicle. Remove the wheels. Remove 1/2 of the brake fluid from the reservoir and disguard. Remove the caliper pins. Raise and support the caliper. Remove the outer brake pad. Return the inner brake pad and piston into the caliper with a disc brake piston tool. Remove the inner pad. Install new brake pads. Fill brake fluid to correct level.
