To add brake fluid to a 2006 Jetta, you will have to take the cap off the brake fluid reservoir. Fill to the appropriate level with DOT 3 brake fluid and screw the cap back on.

Find the brake fluid reservoir, on a 2006 it is in the back of the engine compartment on the driver's side (upper right corner). Open the reservoir, add new fluid to the max line and replace the lid.
Sounds to me like you have a brake fluid leak somewhere in the system. Check the level of brake fluid in the reservoir. If the reservoir is full you may have a bad master cylinder with a "blow-by" condition.
You have to push the reset button where your mph gauge is.
This 2006 Jetta press release says that the Jetta has "electro-mechanical steering." That means there is no power steering fluid as is needed for a hydraulic power steering system. Electro-mechanical offers fuel savings, as there is no hydraulic pump that is driven all the time.
The brake fluid reservoir is under the hood on the driver side. It is the yellow cap back near the base of the windshield.
