You don't mention the engine size on your 1999 Ford Ranger , but if you
have the 4.0 liter EFI , V6 engine :

engine , near the centerline , at the rear of the engine near the firewall
( apparently you can't see it until the upper intake manifold is removed )

The 1999 Ford Ranger 3.0 liter engine throttle positioning sensor is located on the cylinder head. The sensor will be near the middle of the cylinder head.
The throttle position sensor on a 1999 Toyota 4Runner is located by the throttle body. It will be mounted near the throttle cable.
