It is a secondary air injection system bypass/check valve for a 2006 Ford Focus.
Replace the check valve on the secondary air injection system on the passenger side

You have to jack up the front end, and take off the front two tires. Check the tread wear. If its good your good to go!

You can but it will cause the check engine light to illuminate and the vehicle will fail an emissions test.

I have the same issue right now and will be doing what I'm about to tell you after I get home from work today. Check your Secondary Air Pump which is under the front of your car. If that has any cracks or anything to that extent you might have to replace it because air would be leaking. check your injection system (fuel filter,injectors).
You cant check it,It is a sealed system, it needs to go to a shop and get checked with a scan tool
