A fuel regulator is also more commonly known as a fuel pressure regulator. This component of the vehicle is located in the fuel tank and regulates the pressure placed on the tank as well as the flow of fuel through the vehicle's system.
The low pressure connection for your 1993 Jeep Cherokee air conditioning system is located on the top of the air conditioning compressor. There is a low pressure connection and a high pressure connection, both should be labeled.
You will find the fuel pressure regulator under the upper intake manifold. The upper intake manifold will have to be removed to gain access. The regulator will be attached to the bank of injector poppets also known as the "spider".
If you have the central injection system, you regulator is inside the plenum, next to the spider assembly. Takes about 20 minutes to get to it.

It is a returnless system. When the fuel leaves the tank it is already at full pressure. The regulator is inside the fuel sending unit (inside the fuel tank, located under the back seat)
Some do. I'm about 90% sure your car does not. The part that controls the fuel pressure is called a fuel pressure regulator. Most are located near the engine, but some import and Chrysler's have a 'returnless' system, where the regulator is built into the fuel pump module assembly, in the gas tank.
