From what I can determine, Choxie is made by three different contract manufacturers. I have no idea where they are.
I used to work at Target when the Choxie chocolate brand first was introduced and during an employee huddle, our manager told us about it and it's a actually made by Godiva.
As with all retail brands, they are packaged by a name brand manufacturer which is one way these manufacturer's like Godiva for instance, stay in business with how expensive there normal products are. I also know that Target brand toilet paper is made by Charmin and packaged in the same plants as their regular Charmin products are.

Cheer is made by Proctor & Gamble, which is an Ohio company, not a California one, though it's possible there is a factory for it in California.

There is one in Akron, Ohio. We lived in a hotel very near it for about 6 months when I was a kid. My Dad was on a contract nearby and we were in between moves. It was a boring place and my brother and I would spend all day in the pool counting Coca-Cola trucks.
