Real easy. The Cigarette lighter fuse is located in the main fuse panel.
The main fuse panel is located inside the Celica on the passenger side, lower left area of the center console.
There is an odd oval shaped panel which you removed by just pulling to the rear.
On the rear of this panel is a guide that will give you the exact location of the lighter fuse as well as all the main interior and lighting control fuses.
