If the engine is the same the answer is most likely yes. Run the 2 VIN codes at carfax.com and if the engines match....you have a winner.
1994 Plymouth voyager does not have an inertia switch , unless you are referring to the airbag switch in which case it is by the bumper reinforcement under the bumper cover , but if you talking about an (inertia) switch for fuel one does not exist on a 94 voyager, your best chance would be to check the fuel pump for voltage, and if none is present check the fuse and fuel pump relay, located in the engine bay fuse block.

First you locate it /them, Then you unplug it/ them, then find a wrench that fits the nut built onto it/them, then you turn it/them counter clockwise. Reverse this proses to install.
I dont know about the 94 Voyager, but on a 98 its located almost directly underneath the batter attached to the fire wall. The best way to get at it, is to slide underneath the van and look behind the radiator about 8"s up on the drivers side. Its silver in color, about the size of the old zippo ligthers.
You cannot replace a 94 V6 3.0 Dodge Caravan engine with a 4 cylinder 2.4 Plymouth Voyager engine. The reason is because the engine is too small.
