Unless you have the CP9190 model which includes several different hook-up cables, it can not be done. Pre-1996 vehicles are equipped with the OBD I system. The connector on the 1995 Villager is located on the transaxle near the starter.

The DLC (data link connector) is located under the dash just below the steering column if you have a 1996 or newer Villager. Pre-1996 vehicles have diagnostic connector mounted on the transaxle beside the starter which must be jumpered to obtain the fault codes.
There is no such device on a '97 villager.
The cruise control computer module is located on the passenger's side of the engine compartment on a 1993 Mercury Villager.

Use of a scanner is highly recommended as some engine faults will not activate the check engine light but will be stored as a code in the PCM.
