Counter-Strike has a console. Did you enable it in options/keyboard/advanced?
You can find the tidle key (~) using a usb keyboard or under symbols on the ps3's virtual keyboard. However, I do not think you can use the tidle key to access the game console like on a PC.
No, type it into the console. Don't know what that is? First enable it in Options > Keyboard > Advanced Options > Enable developer console, THEN in game, press the tilde key (~) on your keyboard, type what you said, and KA-BOOM! you just used the console.

You can't. You need the keyboard to access the console command interface and input commands into it
Why the window key in keyboard?
It really depends on your keyboard. On US keyboard layouts, the tilde key (~) is to the left of the 1 key. On UK layouts, it's next to enter. However, if you're asking because you're trying to open the console, then always try the key to the left of 1, regardless of whether it's the tilde or not.
This is pretty standard issue, yet no does this. First, goto the main or pauss menu. Second, go to options. Then, hit Keyboard and at the bottom you should see the word "Advanced...". Finally, click it and check the box that says "Enable developer console". Find this key on your keyboard to open it: "~"

because the tilde isn't enabled. one way is to go Control Panel> Device Manager> Keyboard> Microsoft eHome MCIR 109 Keyboard Right-click and select uninstall. This won't disable any keyboard functions
When playing, in 'Options', select 'Keyboard' and then 'Advanced'. Check 'Toggle Developer Console'. The default key is the [~/`] (next to number 1)
If your keyboard is missing a key, press the key-less spot very lightly when used, or try to place the key back on, or at best get a new keyboard.
